The Zamboanga City Special Economic Zone Authority and Freeport (ZCSEZA) has invited interested parties to pre-qualify and bid for the design, financing, construction, operation, and maintenance of the San Ramon Newport Project through a Build-Operate-Transfer (BOT) arrangement.
The Project is envisioned as the main trade, commerce, and industrial center of the Zamboanga Peninsula Region (Region IX) and as the first freeport in Mindanao. The Project consists of the development of a greenfield port and the design and construction of inland berth facilities, quays, breakwaters, roll-on, rolloff (RoRo) ramps, excavation of harbor basin, as well as the establishment of cargo handling facilities such as container yards, bulk terminals, warehouses, passenger terminals and support facilities, such as ship-to-shore cranes, cargo handling equipment, terminal operating systems. The Project site has a land area of 21.55 hectares (ha). The construction, as well as operation and maintenance (O&M) of the Port, will be under a 35-year concession period.
The bidding is open to all interested foreign and local parties, subject to conditions for qualification under the Bidding Documents. The Bidding Documents to be issued by the Prequalification, Bids, and Awards Committee (PBAC) of ZCSEZA shall set out the applicable rules and procedures for the Project’s two-stage competitive bidding process. Under this process, the bidders are first prequalified based on minimum legal, technical, and financial requirements. The bidding process encompassing both first and second stages will run for approximately 8 months from the issuance of this Invitation. The submission of Pre-Qualification documents shall be on 21 September 2025. Only bidders who pre-qualify shall be permitted to submit their technical and financial proposals for the Project.
For this purpose, ZCSEZA held a Pre-Qualification Conference for the San Ramon Newport Project on September 19, 2025, at the PPP Center Boardroom in Quezon City. The conference provided an overview of the planned greenfield seaport project and served as an avenue to address queries from prospective bidders regarding the pre-qualification requirements.
