The Patna Municipal Corporation (PMC) has signed a tripartite concession agreement worth ₹514.59 crore (US$54 million) for an integrated solid waste management project covering Patna and 12 neighbouring urban local bodies (ULBs). The project will be developed at Ramchak Bairiya and is designed to scientifically process, recycle and dispose of municipal waste while also generating energy. 

The project will include a 15-MW waste-to-energy plant, which will convert municipal waste into electricity. Other facilities will comprise a 100-tonne-per-day biomethanation unit, three 250-TPD material recovery facility (MRF)-cum-refuse-derived fuel (RDF) centres, an additional 50-TPD MRF, a 700-TPD composting plant and a 325-TPD engineered sanitary landfill.

Segregated municipal waste from Patna and 12 neighbouring ULBs—Danapur Nizamat, Fatuha, Khagaul, Phulwari Sharif, Bakhtiyarpur, Masaurhi, Bihta, Sampatchak, Maner, Naubatpur, Punpun and Khusrupur—will be transported to the Ramchak Bairiya facility. The waste will undergo processing, recycling, energy generation and final disposal at the integrated facility.

The project will be implemented under the public-private partnership (PPP) model by Magadh Resource Recovery Sustainable Solutions Ltd, which was selected to implement the project. The agreement was signed by representatives of Bihar's Urban Development and Housing Department, PMC and the selected company. PMC has also been authorised to act as the lead agency for the participating ULBs. Construction is expected to take two-and-a-half years, following which the selected agency will operate and maintain the facility for 20 years. The project has received approvals from the Department of Economic Affairs under the Union Finance Ministry and the Union Ministry of Housing and Urban Affairs.
