São Paulo Government announces new date for the New Administrative Center PPP auction

The Government of São Paulo has announced a new date for the auction of the New Administrative Center Public-Private Partnership (PPP) project. Following requests from interested companies for additional time to prepare guarantees and documentation, the bid notice was republished on October 18, 2025 with the auction now set for February 26, 2026, at 10 a.m. at B3 headquarters in São Paulo. Bid envelopes must be submitted by February 23, 2026.

With estimated investments of BR$ 6 billion (US$ 1 billion), the project foresees the construction, in the Campos Elíseos district, of seven buildings and ten towers that will house the Governor’s Office as well as state secretariats and agencies currently spread across more than 40 locations in the city. The initiative modernizes public administration, reduces administrative costs and strengthens the urban revitalization of downtown São Paulo, preserving historic heritage and expanding services for the population. The new complex will accommodate approximately 22,000 civil servants and will include a theater, auditoriums, multi-purpose rooms and other facilities. The neighborhood revitalization plan also includes the restoration of 17 listed historic buildings and an expansion of more than 40% of the green areas at Princesa Isabel Park. The project also foresees 25,000 square meters dedicated to retail and services, strengthening local economic development and promoting mixed-use development, in addition to the construction of a new bus terminal connected to the Luz Metro and CPTM stations, improving urban mobility in the capital. 

The concession, structured by the Secretariat for Investment Partnerships (SPI) with technical assistance from the São Paulo Partnerships Company, will be delivered under a 30-year PPP arrangement. Bids will be assessed based on the greatest discount applied to the maximum monthly public payment, which has been capped at BR$76.6 million (US$13.8 million). The successful concessionaire will assume responsibility for the operation and maintenance of the complex for the full concession term, including cleaning, security, and upkeep services, with the contract awarded to the bidder proposing the highest discount. The project’s architectural concept is also a key feature. The winning design proposal, submitted by Ópera Quatro Arquitetura, will lead the preparation of both the basic and detailed executive designs for the development.
