PROINVERSIÓN Advances Puno Cable Car Project to Boost Tourist Flows

PROINVERSIÓN has declared the profile of the Puno Cable Car project viable, advancing the proposed tourism infrastructure initiative in Puno, Peru.

The PPP project, estimated to require an investment of PEN 236.5 million (US$70 million), is expected to increase annual tourist visits from approximately 7,416 to more than 537,000, creating new economic opportunities for local families in Puno. PROINVERSIÓN, an agency under Peru’s Ministry of Economy and Finance (MEF), has declared the investment profile for the Cerro Azoguini–Lake Titicaca Cable Car project viable, marking a significant step toward developing the tourism infrastructure initiative, which is projected to boost visitor numbers to Puno by more than 70 times. The project is expected to significantly increase demand for city tours, from the current 7,416 visitors annually to more than 404,000 visits per year once operations begin. Annual visitor numbers are projected to surpass 530,000 within 20 years, resulting in a cumulative total of more than 9.4 million visits over the period.

The viability declaration follows the completion of pre-investment studies by PROINVERSIÓN during the Formulation phase. This milestone establishes the project’s technical, economic, and social viability and enables it to move into the Structuring phase. During this next stage, further studies will be undertaken, while the project’s economic and financial framework, risk allocation, and contractual terms will be developed ahead of its eventual tender and award.

The cable car will have an approximate route of 2,020 meters, with an estimated travel time of five and a half minutes. The departure station will be located next to Lake Titicaca, integrated into the tourist pier and featuring a sustainable design; the arrival station will be on Azoguini Hill and will function as a modern viewpoint with spaces for cultural interpretation and rest. 647 meters of pedestrian walkways and 1.09 km of roadway will also be improved, in addition to implementing environmental mitigation measures. The project is being developed within the framework of the tripartite agreement signed in April 2025 between the Regional Government of Puno, the Provincial Municipality of Puno, and PROINVERSIÓN, through which the Agency was tasked with preparing the pre-investment studies and leading the process of promoting private investment under the PPP model.
